DeBell. Groundbreaking began on July 24, 1956, with construction costing $1.6 million. The first nine holes opened on December 22, 1958, and the full 18-hole course opened on June 16, 1959. Key Milestones 1954: Joseph A. DeBell offers 100 acres of Verdugo Mountains foothill land to the City of Burbank. 1956: Groundbreaking ceremony takes place on July 24. 1958: The initial nine holes open to the public on December 22. 1959: The official 18-hole course celebration happens on June 16; course designed by William F. Bell, William H.
