*Centralization of cybersecurity – will HRV regulations strengthen (cyber)security of the state?*
One of the more controversial issues in implementing NIS 2 in Polish regulations was the regulation on high-risk vendors (HRV – High Risk Vendor). At the central level, a decision is to be made on whether specific equipment/software from a designated vendor is permitted for operation or not. For some, over-regulation that infringes on economic freedom; for others, a necessity driven by state security. Ultimately, the Constitutional Court will rule on the compliance of HRV regulations with the Constitution. During the presentation, we will examine the high-risk vendor regulations – where do the controversies come from? What should determine whether a vendor is "safe"? Why did the regulations go to the Constitutional Court? Is it possible to ensure (cyber)security from the top down?

• Anna Szura - legal advisor, serving ICT industry enterprises for about 8 years, mainly the telecommunications sector. The choice of such professional specialization was the result of a desire to combine private IT interests with a planned legal career. In her daily work, she helps companies with intellectual property, personal data protection and information security, and electronic communications. Graduate of postgraduate studies "law of new technologies" at the Institute of Legal Sciences of the Polish Academy of Sciences completed right after law studies and "cybersecurity management" at the Polish-Japanese Academy of Information Technology. Privately a 'retired' volleyball player, gaming enthusiast and dog mom to two mutts.
